Non-socialist, non-fascist, totalitarian dictatorship?

Totalitarianism are not only Authoritarianism, the strive after controlling every aspect of their subjects life makes the most profound difference between a simple dictatorships and truly Authorial dictatorships. It's the difference between Hitler and Stalin or Gorbatjev.

So a truly centrist Totalitarian Dictatorship would have to base itself of a idea that the ordinary family life (however that is) is the foundations of their society and everything that deviates from that is undesirable and should be rooted out of society. Corporatism Come to mind, and a Italy under a more centrist and demanding dictator than Mussolini, that should fit the bill. Someone that tries to save Italy from both communists and Fascists and restore "good old values".
 
I may be reading you wrong but it sounds like you want some sort of benevelant dictator who only wants what is truly best for everyone. Sounds good in theory, the only problem is that power corrupts and absolute power corrupts absolutly.

New Labour were getting pretty close to it. Clamping down on civil liberty and increasing nanny state interference.

With gerrymandering by creating thousands of non jobs in public sector, which they can use as a fear bribe as to why those workers should not vote for anyone else who will cut said positions.
