Non Psychotic Communist Revoluton in 70's Cambodia

Could the Khmer Rumdo or Khmer Viet Minh have triumphed rather than the Khmer Rouge? The Rumdo were affiliated with the old Monarchy, but still leftists. The Khmer Viet Minh weren't attached to the monarchy, but were viewed by many as way too close to the Vietnamese. This left a vacuum that was filled by the PRC backed nationalist racist genocidal agrarian totalitarian utopians of the Khmer Rouge.

Is there any way a communist regime could emerge victorious in the mid 70's that:

-Isn't insane
-Isn't affiliated with the Monarchy
-Isn't a puppet of the Vietnamese
-Isn't a puppet of the PRC

How about something like this, the communists in Cambodia focus on farmers getting a fair deal in terms of shipping and storage, that is, the modern-day equivalents of railroads and grain elevators?

And if someone says, wait, time-out, that might be liberal or progressive, but is in no way, shape, or form a communist revolution. Alright, since a judicial system is typically pro-status quo and pro-powerful interests, have the communists replace the judicial system.

Still not enough? Okay, have them do it abruptly.

And no one gets shot. People might just lose their jobs. And for bonus points, the Cambodians move to a non-corrupt tax system (with considerably lower rates!) using the same method.
