Depends on butterflies, but OTL Wilhelm did have at least one younger brother.

Bismarck is getting old, and the TTL third kaiser isn't necessarily more interested in keeping him around than OTL.

As for the tzar - depends entirely on German politics and Russian interests.

Likely Henry or Sigismund, Wilhelm's younger brothers. Or, possibly, an ATL variant of Wilhelm himself, hard to tell with butterflies and naming conventions.

How powerful could Bismark stay?

He'd likely get dimissed either way. He might stick around for a few more years, but he was getting old and he wasn't lacking in enemies.

Does Germany keep a good relationship with the Czar?

Possible, but unlikely. German and Russian strategic interests tend to conflict and there was pressure to break the alliance OTL from both sides. It wasn't just Wilhelm's work (quite the opposite, Wilhelm and Nicholas did at one point put together a declaration of friendship entirely in private ... that both their Empires' Foreign Ministries quietly swept under the rug as counter to their nations' interests).

In retrospect, sure, Russia would be a better ally than Austria, but choosing the Eastern Hordes over a fellow Germanic power at the time would be political suicide, even for an Emperor.
 
For the most part Wilhelm II is simply the hood ornament of the German industrail juggernaut that is eventually going to come to loggerheads with Great Britain, if not militarily than commercially - which would just lead by to military rivalry. France simply is waiting for a second fight with Germany and trying to round up allies for that match up.
 
Wilhem II was very fond of ships, so the German navy might be smaler without him.


Or perhaps larger but less threatening?

Maybe less Dreadnoughts but more destroyers, torpedo boats, commerce raiders, mine layers and of course U boats.

This type of fleet would meet Germany's needs and has the added benefit of not appearing to exist for the sole purpose of attacking Britian.
