First of all W-SS in the beginning were equiped with second-hand weapons, captured ones and lacked heavy stuff (notable in Poland). Only later were they given priority.
Second W-SS never had 30 divisions. While there were supposed to be 38 divisions on their roll specially later ones never reached that size and were often about battalion sized.
Also German law prohibited foreigners from serving, so they went to foreign W-SS units. If they can't this means less manpower for Germany.
