Early cruise missiles were heavily influenced by V-1, and both blocs used V-2 derivatives for their early missile testing. Would it take much longer for the blocs to recognize the potential of those weapons systems? Would they make any effort to capture German researchers, or would the Germans' comparative lack of experience make them somewhat redundant compared to OTL?
