No Tatar deportation

What is needed for the Crimean Tatars not to be deported? They were around 30% of the Crimean population at the time.
They were around 19.5 % in 1939.

Overall in Russia by 1926 Census Tatars were 3.2%, by 2010 census 3.9%.
I guess we can look for similar increas for Crimean Tatars in overall population of Crimea.
 
Simple. Don't have the Crimean Tatars collaborate with the Nazis.
All national minorities in the Crimea were deported, not just the Tatars. I don't think. for example, that the Greeks and Bulgarians of Crimea were collaborating with the Nazis, yet they were deported as well.
