No Spanish Philippines Certain Questions?

From what I read, the Kingdom of Tondo kept its subordinate Kingdoms and its hinterland/rural areas Illiterate or Mostly Illiterate while only the area that is literate is the area near Manila Bay, I just wonder what would happen if the Kingdom of Tondo evolved into modern state which is basically an Independent Luzon, how would it look like and would this arrangement stay that way?

This obviously depends massively on the way in which the world develops, but I would imagine that Tondo would gradually draw Visayan polities into it's political orbit, possibly through maintaining close trading relationships with key families in these subordinate kingdoms. Tondo may find a significant rival or a good vassal in Ma-i, the Sino-Tagalog polity. From a quick skim on the wikipedia page, it implies that when allying with the Sultanate of Brunei, the royal family of Tondo converted to Islam? If that is so, then it is quite likely that they could convert the majority of the Philippine islands to Islam.

The Royal Family of the Kingdom of Tondo did not convert, they were replaced when the Bruneians attacked Manila

Mayi is basically the other word for entity in Luzon whose capital is Tondo whose other key city is Lihan aka Malolos, yep they were one and the same thing, the Malays called it as Selurong.
 
I have some questions myself

Without the Spanish but still assuming a similar political situation to OTL with Ming dynasty pirates, could Limahong (or an alternate-history version of him) successfully establish a kingdom in the Philippines? If so, would this kingdom eventually absorb Malay polities, or remain just a fringe coastal kingdom barely surviving wars with rival Muslim powers?

Also, how do we get no Spanish Philippines? The Spanish crown seems to have been very enthusiastic about reaching the East Indies, and at least initially from what I've read, treated the Americas as an obstacle to the real prize. Would a failed Cortez/Pizarro keep them from finding the Philippines, or would they go around the Americas without their colonial foothold and damn the human cost of such an undertaking?
