the Philippines would most likely end up in Japanese hands.
i dont know if cuba has the internal mechanisms to replace the colonial one. they still might end up as an some american protectorate

Given that he resigned his post as Secretary of the Navy (I think), assembled a regiment of volunteers, and actually fought in the war, I would think he was pro-war.
