No Spanish–American War: Who buys the Philippines?

Lets say they no war between the US, and Spain. Spain can't keep the Philippines. Who do they sell the Philippines to?

I don't seeing it happen without the threat of war. But than again if it does happen it would be Germany.
 
I'd go with Britain, if not Japan. Why Britain? Because they don't want Germany to have them, it also has ports that can be used for re-coaling between India, China and Aus.
Japan would be well up for it, but don't know if they could afford them.

Why can't the Spanish keep the Philippines? If it is because of revolution they will eventually be unable to hold it and the Filipinos will gain their independence. As a new nation I don't really see any power moving in to quickly conquer it. They may fall into the economic sphere of influence of a Great Power by the 1910s.
 
Either the Spanish continue to hold the Phillipines.

Or at some point, a Phillipino war of independence expels the Spanish, at which point, the Phillipines remain independent for the foreseeable future.
