No Second Balkan War

As you probably know, the First Balkan War was fought by Greece, Bulgaria, Serbia and Montenegro over territorial aspirations in the Ottoman Empire. In the aftermath Bulgaria, unhappy after Serbia's refusal to follow their earlier agreement to divide Macedonia, attacked Serbia and Greece to establish a "Greater Bulgaria" to reign hegemonic over the Balkans.

What if Ferdinand, Tsar of Bulgaria, realized that attacking two countries at once with the potential of more entering the war was unwise, and so decided to halt further warfare and be content with a smaller portion of Macedonia? This would also include neutality in the First World War, except if one side appears to be on the brink of victory.
