a) A major war breaks out before 1920
How about war between USSR and Poland (1922) , the Germans give/sell some ships to the Poles, leading to improved relations, maybe alliance later on. Would it be possible to give some to the Baltic states or Finland - interesting possibilities there???
 
Some of the units might be offered to South American nations in compensation for various naval vessels the UK grabbed in 1914. However, there would be the competing incentive for British yards to sell new or refitted warships which cheap ex-German would undermine.

I don't really think that it would Germany's decision to make, regarding the donation of warships, but I suppose if the French or British were willing the Poles would definitely accept. The issue is that Britain and France didn't help Poland much in the Soviet Polish war for various reason, so it would involve some changes in attiudes.
