No Russian Revolution, what happens to Space race?

If say, the Russian empire adopts a constitutional monarchy and the revolution's of 1917 never happen.

How would this affect the space race? would it even butterfly it away?
Could the race be between the US and UK? maybe even France?

It could be buterflied away because the geopolitics would change dramatically. First without WWII technology would not advance enough to allow building rockets which are fundamental to send any device to space.

An outer-space centered tech race could happen but it would be much smaller and the scope more humble. Without the ideological necessity of the Cold War, reaching the moon would become more of a nationalist goal - to make one's homeland proud - rather than the "let's see who's better" affair of the Cold War.

Yes Russian Konstantin Tsiolkovsky invented Space Flight concept and Theorized it.

but it's was German Hermann Oberth who made Theoretical ground work on rocket flight and build ones
And that inspire Werner Von Braun to build Rockets what let to V2 rocket
That fall in hand of Soviets after WW2 and copy it make later the R-7 ICBM.

Here Russia is a constitutional monarchy and Bolsheviks failed.
question is:
Will they survived attack of Germany in 1940s and find germans Rocket hardware to copy it ?
