In March of 1944, over fears of secret meetings between the Hungarian government and the Allied powers, ordered the occupation of Hungary and disposal of then-Prime Minister Kallay. This would subsequently end any form of surrender (unconditional or not) to the Allies and shift in sides of the war. Despite this, Hitler also issued Operation Panzerfaust as the Soviets were rapidly approaching to firmly make Hungary a puppet state.
Both Horthy and Kallay wished to get out of the disastrous war that Germany started with the Soviets (despite being adamantly against Bolshevikism). In 1943 there was a secret ceasefire between the UK and Hungary which Hungary would unconditionally surrender to the Anglo-Americans (though Kallay didn't support unconditional surrender). Kallay was betting on the Allies opening a front in the Balkans and reaching the Hungarian border before the Soviets, though this didn't happen and instead the Allies opted for full focus on Normandy. This essentially leads the Hungarian government in a position to surrender to the Soviets.
So what would've happened had Hitler not launched operation maragaethe? Would the Hungarian government follow a similar situation like Romania and simply let the Soviet troops roll in an attempt to secure their sovereignty? What would the borders be like, would they have been reverted to pre-Vienna award territory?
