What if both Chernobyl and the Three Mile Island accidents never happened? How would it impact nuclear energy sector?

In any scenario can we have all or most of the develoed world generate most of energy from nuclear power like France does?

If you want the developed world on nuclear by 2020 you need to 1) avoid the energy crisis 2) keep the growth rates at golden age of capitalism 1945-73 levels.

Essentially, a 2020 like Herman Kahn's world of flying cars and americans working 30 hours a week.
