No NDH during WWII,Hungary gets Croatia

During the plans to invade Yugoslavia Hitler was in opposition to the creation of an independent Croatia (being a slavic state) instead he preferred it to be annexed by Hungary, how different would have WWII have been with no NDH? How would have this affected the Ustasha, Partisan, and Chetnik Movements? What would be the aftermath in Yugoslavian History?
 
How do you mean that?
All Croatia of NDH or just some parts?
I see more Ustasha in the partisan movement, but there was to good chance to let it go; they were trained outside Yugoslavia in Hungary and Italy with the goal of "independent Croatia".
Bulgaria is also Slav and it manage to get well with Germans...
It could be great to see after war development thought.

"Neovisna Drzava Hrvatska", Independent State of Croatia, fascist state created by Germans once they occupied Yugoslavia in '41. Held today's Croatia, Bosnia and parts of west and northern Serbia. They were bad. Very bad. Their atrocities against Serbs being so vile that SS officers complained about it.
 
And atrocities against Jews were awfull too.
Not only SS officers, even Italians were shocked.
But they did not held today's Istria, Fiume (Rijeka) and some Dalmatia, those were under Italy.
