No NATO Intervention in Kosovo, 1999

In 1999, NATO intervened against the Yugoslav government's suppression of the Albanian uprising in Kosovo, which had produced a lot of human rights violations.

WI the intervention had not taken place? Greece was supposed to it and the authorization to intervene did not pass the U.S. House of Representatives, making the war technically illegal under U.S. law.

I think the Yugoslavs government would have eventually suppressed the uprising, although it would be an ugly process.

Greece was opposed to it.

I think if one member of NATO opposes an intervention, it does not happen. IIRC the Greeks had to be pressured.
