During the reign of Louis XVI the French navy was growing and they were able to achieve some important victories during the American Revolutionary War, among them the Battle of the Chesapeake in 1781. During the 1780s there was a naval race with Britain, France, and Spain all launching large ships. This worried Britain inasmuch as the combined Franco-Spanish fleet was larger than theirs. The smaller naval powers, Russia, Portugal, the United Provinces, Denmark, Naples and the Ottomans all increased their navies during this time by launching new ships before the French revolution as well.

The French revolution was a period of turmoil, if the Napoleonic Wars did not occur, it is most likely France would not go on conquering most of Europe. The post-1792 governments in France had to deal with much more pressing issues than the navy. The biggest issue the navy faced was the emigration of its officers. By mid-1791, fewer than half of the officers at Brest were still with the navy, the situation worsened as the revolution progressed. In Toulon (France's Mediterranean Base) there were only two lieutenants in the port by June 1792.

The situation deteriorated dramatically once Britain and Spain declared war on France in 1793. The British siege of Toulon in 1793, where 14 French ships of the line were sunk and another 15 were captured. In the West Indies the Commander of France's West Indies station responded to the news of abolition of the monarchy in August by taking down the tricolour flags from his ships and raising the white Bourbon flag, later turning over his ships to the Spanish.
