No Napoleon

I guess without Napoleon, and supposing butterfles don't make Hoche's coup work ( I may write a TL about this once I find the time, after the half-a-dozen or so I have on back-burner ), the most likely would be another military figure in a triumvirat Consulate in place of Napoleon.

In late 1799, when the conspirators were looking for a general with a reputation to include in the coup, only one general had the necessary reputation in both the armies and the public at large, other than Napoleon. That was Massena, thanks to his victories in Switzerland.

So, My guess is France would be governed by a three-man consulate from 1799 on. Let's say this takes the form of Decenal consulate ( as per OTL ) and the three consuls from 1/1/1800 to 1/1/1810 are : Cambaceres, Massena and Talleyrand. All of whom have equal voice ( i.e. No first consul ), but with separate domains of overseeing. For the rest, the constitution of 22 Frimaire an VIII followed.

What happens?
