No Mount Toba supereruption

What if the supereruption at Mount Toba in 74,000 BCE didn't occur? Would there be greater human expansion across the world? What effects might this have on technological development?
 
Humans would be more diverse, meaning more ethnic conflict.

There would probably be multiple prehistoric settlements of America. The native populations of the Americas in this world would have time to become as diverse as the native populations of the Old World in our world.

Technological progress might not necessarily be affected. If it is, it'll probably be for the worse since newer populations would be a small percentage of a more archaic human population. That and increased conflict.

Not necessarily. We've got more than enough ethnic conflict as is. If Swedes and Norwegians can hate each other, the fact that they are far closer to each other than either is to Frenchmen, let alone Khoisan is irrelevant.

Why? Modern humans hadn't left Africa yet. Why would the New World be populated more quickly?

Why would increased conflict slow technological progress? I'd think it would speed it up if anything.
