No Mount Pinatubo explosion 1991

WI this volcano hadn't exploded in 1991 ? Would Clark AFB & Subic Bay naval base have remained open as US bases in the Philippines well into the post-Cold War yrs, or would they too have been eventually closed as many other overseas US installations were ?
 
They may have been scheduled for closure anyway. Not much US interest in the area.

In other stuff, the global temperature would be higher for 1991 and after, with no volcanic dust...

IIRC, the Phillippine government was making outrageous (as far as the US was concerned) demands for the renewal of leases on the bases. When the volcano blew, it made it really easy for the US to say 'OK, fine, bye bye'. I suspect that the bases would have been given up anyway, unless the Phillipino government changed its demands, and I suspect domestic politics would prevent them from backing down.

So, I think the effect would be fairly minimal in terms of when the US leaves.
