No Marshall Plan-effect on European colonies(and colonial wars)

Suppose there are no overarching Marshall Plan aid as OTL.What would happen to the European colonies,especially the wars in DEI/Indonesia and Indochina?How much is the Marshall Plan helped them,or apparently in the case of the Dutch,a cudgel to pressure their retreat OTL?
 
Now that one is interesting. A far slower rebuilding of Europe. Possibly a (democratic) communist takeover when people are forced to live in the ruins too long. Or maybe the Russians will feel comfortable taking over the rest of Europe after a few years of little to no rebuilding.
The Dutch will certainly keep throwing money away trying to recolonise the West-Indies, but they will also feel a lot more emboldened seizing German territory in Europe as reparations.
So many possibilities.

Going by a strict dollars and sense forgetting the humanitarian part wooden the US have been a head to let the Soviets have Western Europe all of their other Conquest cost him a fortune why wouldn't these delete save money on defense. I do not consider Great Britain part of Europe in this respect

I mean with an earlier retreat from the colonies to rebuild the metropole means that perhaps Francafrique is weaker and the cold war is more exciting, for SE Asia I can see the US propping up anti-communist groups in indochina and Indonesia perhaps an 50's vietnam war? Also, I can see the second red scare being worse in TTL which may force America to either involve itself in supporting "freedom" across the world or going full fortess america.
