Why not Bob Kerrey or Bob Graham as Gore VP picks?

I can't see him picking Bob Kerrey, Bob Graham is perhaps a little more likely.

I'm simply going by Gore's OTL shortlist, which was apparently Lieberman, Kerry, Edwards. Without any need to appear fresh and distance himself from Clinton, both Lieberman and Edwards bite the dust. That leaves Kerry, with people like Gephardt, George Mitchell, and the rest behind. If Bill Richardson doesn't bollock up the Wen Ho Lee affair as he did IOTL, or doesn't become energy sec, then he's right up there at the top. Oh, and Evan Bayh as well.

Really it's very unsettled if the need for Gore to distance himself from Clinton disapears. If Richardson is out of the picture, there's no really outstanding candidate here.

Does Gephardt launch a presidential bid ITTL? That's a big question there.

What's interesting to wonder about is entitlement reform. John Breaux was very committed to this goal during the late Clinton years but the whole effort was for naught largely due to Monica-gate. If the Medicare Reform Commission was the big news story of 1997-1998 then I could see Gingrich and Clinton throwing their collective weight behind a comprehensive reform proposal. If it successfully makes it out of the commission and passes Congress, then you have another big win for Clinton. Breaux might stay on in the Senate past 2004 as well and hope for a go on Social Security under a Gore Presidency.However, you'd see a liberal backlash that would more aggressively challenge Gore in the 2000 primaries. It's possible that without the rallying effect of the Republican witch hunt that the Democrats are a bitterly divided party coming out of the Clinton years.

I don't see the bitterly divided scenario happening. It didn't happen over welfare reform. You don't generally get bitterly divided parties after what's regarded as a very succesful two-term presidency. Bradley didn't do much against Gore in 2000 as it was, in this TL, Gore's even stronger.

would Clinton have been able to bring about Middle East Peace with no scandal cripling his administration? what about the fight against Al Quada? Clinton stated that his biggest regret in office was not retaliating for the bombing of the USS Cole with a plan in place to send in special forces into sudan nd afghanistan.
