OTL the Khmer Rouge only gathered strength and became a largescale Communist insurgency after active US military intervention, in direct violation of Prince Sihnaouk's declared neutrality, into Cambodia against NVA and VC safe havens in 1970, and the repeated B52 bombings of Cambodia's countryside thru to 1973, which caused large nos. of displaced and angry peasants into the arms of the Khmer Rouge. Now, how could this have been avoided so that the KR and Pol Pot would've been prevented from becoming the force they were OTL ?
