Bear with me, because this idea is about as formless as a gas-creature in Star Trek.

I am toying with the idea of the replacement of Germany's high command, leading to a more defensive posture on the Western Front, and - as the title says - the abandonment of the offensives of early 1918. I welcome ideas on how to achieve this - and which generals I would need to do so. I would prefer to have America still in the war. I am not after an emotive better/worse answer to this question, but am instead interested by the implications of the matter. No Hundred Days because of a stronger Heer, for instance? Or are Germany's internal problems so severe that it makes little difference?
