No Japanese ~ White Russians

In 1919 the US Was sending Troops to East Russia to help extract a Group of White Russians [IIRC some Ukrainians] .
The US asked Japan to send 7000 troops to help support the Operation.
After several months of Requests, The Japanese Diet debated the request.
By a very narrow vote the Japanese Diet approved.
The Militarists then took the permission and sent 70.000 troops.
This totally scared the Americans,
The Diet's inability to rein in the Militarists opened the door for the eventual takeover of the Japanese government by the Militarants.

But ?WI the Japanese Diet had Vetoed the Request, and the Militarists remained under the control of the civilian Government. ?

Isn't that a bit simplistic? I believe there were a host of other related events and decisions that led to the rise of the Militarists.

It is a tad simplistic. For one ignores the power of the Emperor at that period in time, as well as former government leaders who wanted Japan to move in a bulk of troops to take over Russian lands. The 1919 Peace conference was not going in japan's favor and it was the start of the atmosphere of "playing the game," would never allow Japan greater glory like the army could.
