No Iraq War

I was always under the impression, that he was made to go, because he advocated an unwanted minority opinion in Bush's cabinet.

That's true, there were a lot of clashes between Powell's State Department and Rumsfeld's DoD on policy. That being said, until the whole Iraq fiasco he was generally regarded both at home and abroad as a moderate, trustworthy politician (if that's not an outright oxymoron ;)).

Presumably no war in Iraq means that Bush opted to listen more to Powell's idea and stick with his philosophy of containment rather than invasion.

Given that Powell was asked to vacate in favor of Rumsfeld IOTL, is it possible that the opposite would have happened in a TL with no Iraq war?
