No Hoover

I was watching a movie on the end of World War I and its aftermath and learned a great deal about Herbert Hoover, and the American Relief Administration which helped feed millions in the USSR, Poland, and Germany in the years after the war, what if there had been no Hoover which is to say no American aid to the starving of Europe, most noticeably the USSR, during the high of its work in Russia the ARA feed 10.5 million people a day and helped fight a major typhus epidemic. what happens in post war Europe with out Hoover and American food aid?

I'm not familiar with the program, but I'll point out one extra-nasty bit: people who are weakened by insufficient food are more likely to die of an illness... such as the flu. Even more dead and sick with the flu means even more disruptions, which means even less food...

The Reaper's Tally might be FAR larger than just people who would have starved without food aid.
 
An unnoticed thing nowadays that Hoover cut off the food to countries in Europe that were on the verge of communist revolt. Several early communist regimes collapsed because Hoover threatened to stop the flow of food in the country so the average citizen was not as excited about such regimes and would rally against them.

Short answer: Europe goes more Communist.

I haven't heard the "if you go Commie I'll starve you" but that seems at odds with a food aid program to Russia from 1921 till 1923, and I'm unsure if Russia stays Communist with an early massive famine and equally massive typhus epidemic, with the Civil War only just finished
 
Interesting question. Would another President have authorized things like the Mexican Repatriation Act or Smoot-Hawley? Was there a real impact (other than making France angry with the US) of the Hoover Moratorium?

Also, wasn't Andrew Mellon the Treasure Secretary under Hoover? IIRC his tax cuts prior to the Great Depression helped usher in a pretty huge federal defecit which was at least partially blamed for the so-called Hoovervilles.

EDIT: Sorry to go OT but I think it's a really interesting POD both for its ramifications on Europe and on Great Depression America.

The thinking of that was if the US shows the Russian people the products of capitalism, democracy, and etc. they would stop being communist supporting. They stopped when the Russians announced at one point that the increase in food amounts produced from last year would be sold to the international market and not given to the masses. Americans got in an little huff about this and the mission ended soon after.

Understandable - we give you food and you sell it?!?

Who did they think the US was, a modern NGO?
