No Hong Kong Disneyland?

In response (sort of) to this thread: https://www.alternatehistory.com/forum/threads/wi-disneys-america-is-built-in-virginia.462838/ and the recent Defunctland video on the topic i'm going to make my own crack on it.

What is Hong Kong Disneyland wasn't approved as the Chinese park but instead Disney full commits fully to the Chinese market and build a full park (Like Disneyland,The Magic Kingdom or Disneyland Pairs) in Beijing to open in 2008 with it being announced in 2000. What do you think would be the consequences of a park if it was successful or somehow flopped and do i think it would provide a precedence for 2 large Disney parks in each market?(2nd European or a Gulf Disney park hint hint).

Why wouldn't they go straight to Shanghai as opposed to Beijing?
This. Shanghai is more of a commercial center and has as good of transportation connections as Beijing plus it is a sea port which moderates the polluted air. Additionally, Beijing’s climate is colder than Shanghai which isn’t desirable for a theme park location.

Well in the video about Hong Kong Disneyland. It said that Bob Iger announced a park in Beijing to open around when the Olypmics were going to happen. Also Beijing's weather is more variable than Tokyo's but about simlairish.
