No Henry Clay for the Missouri Compromise

In 1820 a dispute erupted over the extension of slavery in Missouri Territory.
Henry Clay helped settle the dispute by gaining Congressional approval for a plan called the Missouri Compromise.
Suppose there is no Henry Clay.
Is there another politician who can come up with a plan similar to the Missouri Compromise?
 
Actually, Jesse B. Thomas came up with most of the Missouri Compromise itself, not Henry Clay. Clay worked to pass the compromise, but he didn't actually come up with the specifics of the compromise. It is certainly plausible for the specific details. of the compromise to be different.

Even if the bill is worded the same without Clay, does it still pass? As I recall the vote was close enough to go either way and Clay got it the support it needed.
