No Harry J. Anslinger?

What would have happened if Harry J. Anslinger, who helped lead the first major war on drugs in the 1930s and brought us the movie Reefer Madness had either died young (say he dies of polio in his teens) or never got into politics and law (becomes an insurance salesman or the like)?

Sadly, cannabis might still have been illegalized. Don't forget, though, that a large part of the reason why it was made illegal here in the States in the first place was thanks to greedy chemical company executives, and significant prejudice against those who were most likely to be it's consumers, namely Latinos and Afro-Americans, whether middle-class or sharecroppers.
