No Executive Order 6591

I was doing a little reading on the US postal service and i saw something rather interesting. At one time FDR ended all civilian air mail contracts and let the army air corps have authority over it. It only completeed 65% of the deliveries, and had about 55 deaths. When it was over FDR returned to civilian air mail, but with more restrictions, the important fact is that Congress took an interest in the Army Air Corps.

Speaker of the House Henry Rainey said “If we are unfortunate enough to be drawn into another war, the Air Corps wouldn’t amount to much. If it is not equal to carrying the mail, I would like to know what it would do in carrying bombs.” In 1934 a month before the US Air Corps stopped flying, a committee was formed which encouraged increasing the Air Corps budget, include greater communications, instrument training, new navigation methods, and purchasing the first 6 Link Trainers (they would have 10,000 in WWII).

WI FDR never tried to let the Army Air Corps fly mail? For the sake of argument the reforms to civilian air mail got passed either in part or whole. Does American aviation change for the worse?
