No Crimean war

Let's assume that the Tsar send to the sublime gate a real diplomat instead of Menshikov and that an agreement is reached with the ottomans. Could this be enough to avoid the war?
And if the war was averted, what would be the effects on Europe?

AFAIK an agreement wasn't reached due to position of the Ottoman side, when they got support from Great Britain and France. To avoid the war you need to change official Russian (or any of other countries involved) position.
