No civil rights act?

What are the events that could have happened that could have made the US whites a lot more racist in the 60s, or at least conviced Northern Whites to not make civil rights a federal matter? Maybe no WW2 and no Holocaust? So you see the sort of low grade anti-Semitism that was prevalent in the West in the 1930s go on? And without the Holocaust and the camps, you do see the start of white guilt and the push for racial equality?
 
Let's say history goes on as it did up to 1964. The Civil Rights Act dies in committee. More church bombing, more dogs let loose during marches. More fire hoses. Eventually the Black Panthers, Stokley Carmichael, somebody starts forms a resistance cell. They start with pipe bombs. Then move on to assinations. Eventually we see a wide spread terror campaign across the South and into NorthEast and Midwest. Bombings of public buildings, executions of the passengers of lone cars on desserted roads. Another target is non violent advocates. In the cause we see false flag bombings of targets in the Black Community. Instead of Civil Rights the nation moves towards some system of aparthied

It's very unlikely that no civil rights bill will be passed--if not in 1964, then at least in 1965, after the Democratic landslide. But even if none is, the Supreme Court can simply interpret the civil rights act of 1866 to apply to private discrimination, as it did in OTL:

In short, you need a POD well before 1964.
 
The deployment of television in the fifties, in my opinion, was one of the biggest factors in the timing of the civil rights movement. Advertisements, game shows, comedies, etc. all showed gleaming new appliances, homes and cars, all without minority participation. It brought visible inequity into the home on a daily basis, something cinema and magazines did not do as well. Take away WWII and the holocaust, you might speed up civil rights because television would likely be introduced sooner.

Any invention could be delayed for whatever reason, just as most could have come a few years sooner with minor butterflies.

I dont like the Civil Rights act violation of freedom of dissociation, the whole black cafe thing, if you know what I mean.
 
It's probably doable but the US would be a massive mess as a result. My guess is we'd only be seeing bits of the deep south remaining segregated till now as holdouts.

Little confused. Thought that the Ds had a supermajority in the Senate and large majority in the House for that Congress. Under the impression that it took Rs in the Senate to get past the Southern Ds filibuster and it took Northern Rs voting for in both houses to overcome Southern Ds in both houses voting against.
