No Catholic Relief Act of 1778

By the American Rev War, Britain was starting the painfully slow process if Catholic Emancipation(partially due to needing more soldiers, which the 1778 act allowed)..

What could derail this?

French conquest of Hanover in 1759?

France and/or Vatican continuing to support the Stuarts?

How would the Napoleonic Wars go without Irish manpower or political support?
 
Successful French/Spanish Invasion in 1779. While they wouldn't be able to hold southern Britain, it would send Gordon Riots to full-scale anti-Catholic upheavals; disbanding of Highland and Irish regiments; Catholics fleeing Britain for France, Spain, or Latin America.

An Irish rebellion in the 7 Years War on favor of the French and possibly some Stuart 3rd cousin or something might do it.

That would be fresh enough on everyone's minds to forestall any pro Catholic move.

The Irish situation was not really changed much from the 1750s to the 1790s, not substantially, at least. The conditions for rebellion are just as good in either case, as French backing can be likely counted on.
