No Belgium independence in 1830

Now i don't know if i'm posting this in the right thread, but as history changes before 1900, i'm going to risk it.

So no independent Belgium and on of the Williams manages to get Luxemburg to drop Salic Law allowing their female succesors to be grand duchess of Luxemburg.

What would the effects of this be for WW1 and WW2?

There will be different movement in the Franco - Prussian war, if and when it happens. Does the POD mean that France now borders Prussia? Depending on what sort of effects this POD has between France and the Habsburgs, would the Austro - Prussian War look different?

A lot of the thinking that led to WW1 was derived from the drubbing France took in 1870, so everyone thought that rapid deployment was the answer.
