No Beer Hall Putsch

What would have happened if Hitler had chosen to not go through with the Beer Hall Putsch? Say, he does not feel confident enough to go against the Bavarian state government, or can't find a common agreement with Ludendorff for one reason or another, or is simply convinced out of the idea by his fellow NSDAP members.

How would have Weimar Germany developed without the impact which the Putsch had on the NSDAP and Hitler's ideology (for example, convincing him that he should win power through the ballot)?

Maybe the NSDAP slowly builds up an org so much so by the Great Depression, Hitler tries to pull a march on Berlin. Granted that requires building a rapport with the Reichswehr.
