That depends on the reason for not doing it. Assuming the government decides just not to respond to Baron Rothschild and the zionist society (and not something like the war going a lot better) probably there will be post-war agitation from certain elements when Britain takes (as it probably will) that chunk of the Middle East. I see similar levels of Jewish immigration or attempted immigration into mandatory Palestine, with similar reactions on the part of Britain and probably even more dislike on the part of the Arabs. Historically, the argument was made by Zionists that all agreements were kept in that the Hashemites got their state or states (Iraq, Jordan) and the Jews got their state or states. This view is obviously unpopular among Arabs, and in this timeline will have no justification.
