OTL, Italy, while about as anti-semitic as it is anti-Roma and generally xenophobic, never really had the firebrand racist zeal of Nazi Germany. Mussolini himself wasn't an anti-semite, but he set up anti-semitic policies in deference to his Bubba Adolf. These policies were apparently quite unpopular in Italy, and even the Fascists were divided on it.
What if Mussolini had stood up to Hitler on this issue and instituted no new racist programs in his country, or even allowed Italy as a safe haven for German jews (unlikely, but hey, whatever)?
