No anti-asian immigration policies in Canada?

POD, after Australia began enacting 'white Australia' policies the federal and provincial governments of Canada looked into doing something similar, but found any restriction on immigration based on race, religion, or country of origin to be impossible / unconstitutional.

What are the effects? (Assume major world events like world wars and the spread of communism aren't butterflied away.)

IOTL the asians of many towns in the west reached a third of the population before their immigration was restricted; without restriction could they have become a majority? How much larger might Canada's 2016 population be? Would racial tensions escalate or decrease with an even larger 'visible minority' population? Would Canada push harder for european immigrants, or to integrate other nearby british territories in an attempt to increase the white population?
 
Is it clear how/why the Anti Asian movement started? It also occurred in NEw Zealand and South Africa.

In NZ's case it does seem there was a progressive case to it - the desire to build an egalitarian British country, with a homogeneous population. The Maori were expected to decline/assimilate away so I guess they focused on the Chinese. They were not too keen on large numbers of non white British migrants either.
