Nixon/Lodge in 1960

The Nixon/Lodge ticket wins in 1960 but with this stipulation: the Democrats retain control of both houses of Congress. How does the Republican presidency pan out? What type of Civil Rights legislation is passed? Will there be any major budget battles between the white house and congress?
 
I think everyone agreed that the Democrats would keep control of Congress, no matter who won the presidential election. However, that doesn't mean Nixon would have worse relations with Congress than JFK did; on the contrary, he might have better, because of a large number of conservative southern Democrats who were closer to him on many issues than to JFK.
 
Since the political parties could work together back then, you wouldn't see too many new conflicts. There would be different priorities on several issues (space race, poverty, Peace Corps, civil rights, etc.) but for the most part, history would remain close to OTL.
