NFL AHC: A Super Bowl Contending NFL Team in Washington

With a POD of April 1997, your challenge, if you choose to accept it, is to provide a roadmap to having an consistently successful Washington DC football franchise. Successful meaning:

At least one Super Bowl appearance
No more than 5 losing seasons between 1997 and 2014
At least 8 playoff appearances

As for the question: I know nothing about the NFL, but surely you could avoid Dan Snyder's ownership?
 
Basic point if you keep franchise in place there :
1. Change ownership or that he let TOTAL control of franchise to GM.
2. Don't overspend on has been free agent
3. Build mostly throught draft
4. Don't fire gm/coach each year
5. Keep Champ you can find a rb in draft but shutdown corner are way harder to find. (See broncos rb of the 90-00s about any of them could pop 1000 yard (Except TD and the one the traded to you they were not GREAT RB...)
