Newfoundland without WW1

How would Newfoundland develop without the First World War? Would direct rule still occur from London? How would it develop socially and economically? Could it survive as a separate dominion or will in integrate to the UK or Canada?
 
It might stay apart from Canada a bit longer, the economy would definitely become agriculture and fishing based.
I agree that it’s economy would be based upon agriculture and fishing. But do you think it was inevitable that it joined Canada
 
Don't forget that Newfoundland has oil, mining resources (in Labrador), and the potential for military bases from the United States (or other NATO countries).

I don't think it would ever become fully independent. It would either stay with the UK or join Canada. It just wouldn't be able to sustain itself.

Iceland is an independent nation, so why couldn't Newfoundland given the similar circumstances and almost twice as many people?
