I suppose it depends on the meaning of the word "worked". Could it have resulted in a march on Congress by disgruntled soldiers which results in Congress giving into their demands and thus crearting a very bad precendent for the future? Yes. Could it have resulted in Congress running away in order to avoid dealing with the unpaid soldiers and thus losing whatever little credibility it still had? Yes.
However, I think the most likely result of the Conspiracy is a split in the Continental Army between those willing to march on Congress and those unwilling to do so, thus resulting in the fracture of the one unifying element of the new country.
GW's genius wat that by a few maudlin words about his failing eyesight he managed to avoid all of the above, thus preserving not only the illusion of Congressional authority but the honor and unfiying force of the Army. Not bad for one night's work.
