New York City Secession Attempt in 1861--"You and what army?"

Mayor Fernando Wood, in the first months of 1861, proposed the creation of an independent Free City of New York, Long Island, and Staten Island, in support of the Confederate rebellion, due to the many business ties of New York to the cotton industry, and in response to the Republican State Government's intervention in city affairs (replacing a police force entirely in his pocket with a state-funded one, for example). He reversed his position entirely right after Ft. Sumter, but then returned to a generally pro-Southern effort wherever he could get away with it.

Suppose that, in 1861, Wood and his allies go for it, and declare their Free City. They would need to take control of the Federal forts controlling access to New York Harbor from both the Narrows and the Long Island Sound.

What forces could Mayor (Governor?) Wood command if he were to try and seize the forts? Would a force of armed policemen suffice to take the forts? Could he bring to bear a national guard regiment (like the 107th Infantry)? Or would he and his allies have at their disposal only Irish immigrants armed with any guns they can find? And speaking of guns, were there at the time any major armories that could be used to equip a New York Army?

This is leaving aside matters of longer-term survival (whenever the Army of the Hudson gets around to restoring federal rule, or whenever the Union Navy gets around to closing trade).
