New York AHC: Largest City as Possible

So this is kind of random...what's the largest possible New York City, with a POD no later than 1850?

I'm thinking perhaps Queens County comes into the city as a whole, rather than separating the eastern portion off as Nassau
 
Perhaps if the residents of Mount Vernon and Yonkers had voted on consolidation, New York City would be a bit larger and extend further up north though they had voted overwhelmingly against consolidation so I'm not sure if that's even possible.

It always seemed stranger to me that Staten Island is part of New York but all that New Jersey just across the river wasn't. I wonder if there's a way to get those parts in. I can't see the state of NJ giving land up without some sort of quid-pro-quo that I can't imagine, but maybe NYC could be split off as its own state (which has been suggested OTL) or some sort of weird situation could be worked out with a single municipality crossing multiple states (as far as I'm aware, never done OTL).

You could always make it the nations capital and have it as a federal district that encompasses all those areas

Besides Queens County staying intact, Westchester County becomes a sixth borough from the start. This takes NYC to the border of Connecticut. And if there are not already too many wealthy people in the Hamptons to prevent this, make Suffolk a seventh borough on the grounds that Suffolk is too isolated from the rest of New York State by NYC for the state to adequately provide services to unincorporated parts of Suffolk. This will open up chances for such things as a potential bridge to Plum Island, Fisher's Island and Rhode Island.
