Also I am not arguing that colonization was directly funded by the state... only that it is related to the socioeconomic status of the state as a whole. Its not really an argument of causation but rather of degrees. I also think you are underestimating the speed at which diseases can travel.
At any rate I do think that a slowed european colonization would need to be combined with another stimulae in order to get the natives to survive... Some have suggested having a maritime culture in the new world to spread different agricultural products, I think that this has a lot of potential as well... the question is how to make this happen. One option Ive been kicking about is having the polenesians make it to the new world and introduse their sailing culture. This contact could also have disease involved and build native immunity to a degree.
