"New Immigration" in the 1990s of Balkans refugees

The early 20th century was marked by the large numbers of Italian and other Southern/Eastern European immigrants to the United States.

What if the late 20th century was about ex-Yugoslavian immigrants from the wartorn Balkans?

1) The United States no longer accept immigration in such a scale.
1b) There is no mode of transport for most of these migrants.
2) Germany is closer.
 
You would some good reasons to keep them migrating to European countries (much closer). And even then, it would make little difference. There wasn't that many of them.
