Neutrality Act of 1794

What if the American Neutrality Act of 1794 had never come to pass? The bill was originally brought in to prevent American citizens from fighting for the French Republic, and in many corners was an unpopular bill. If it had never come to be, perhaps a critical mass of Americans may have signed up with the French, enough for the British and Spanish to accuse America of purposefully supplying the Republic with soldiers. Perhaps Britain and Spain would have even gone so far as to declare war on the USA.

If they're not butterflied away, the 1837 Rebellions could even become the 1837 Revolutions (perhaps even the 1837 annexations, although I doubt that annexation would occur without some period of independence first, like Texas.)

With no 1784 Act, there likely would also be no 1815 Act, and therefore American citizens would have been free to travel to Latin America to participate in the wars of independence there. Those wars may have even occurred sooner.

What other scenarios may have arisen?
 
Even without the Neutrality act I don't think you'd get many Americans fighting for France. A few, sure but not enough to be considered a real force. The vast majority were against involvement in any European affairs. Despite initial support for the French revolution Americans were largely horrified at the actions of Revolutionary France and the US had generally poor relations with them during this period. That, added to the Quasi-War makes it more likely that the USA would go to war against France than with them. I doubt the Neutrality Act really dissuaded anyone who was dead set on fighting for France. The Act was more a sign of the US' general isolationism rather than Congress trying to hold back masses of willing volunteers.

Since the Act has only ever really been enforced when it was convenient or prudent I can't see the lack of it having a huge effect. Without it some other law will be used when it's necessary to stop Americans from fighting overseas, something that's rarely done anyway. For this to have a big impact I think the POD needs to be a change in American isolationism rather than the laws that it spawned.
