I think The Netherlands could have kept Belgium past 1830 if they pioneered the Dual Monarchy concept. Protestant Holland and Catholic Belgium, separate administrations, common monarch, army and integrated ecomomy.
I am not sure whether they would fight with Prussia or France in the Franco-Prussian War. They'd probably stay neutral.
In WWI, perhaps they'd be more amenable to the German "Belgium-as-road" concept.
