Negotiated Texas border, Independent California

Let's say the US negotiates a Texas boundary at the 102nd meridian west (basically extend the Colorado-Kansas Border meridian from the Arkansas River to the Pecos) and the US gets the Nueces strip.

Come 1849, California declares independence and controls (roughly) OTL California, Baja California, and Nevada.

How does an independent California develop? It's protected by deserts and mountains and is agriculturally rich. I imagine there'd be a push to join the US by some, but I think it's more likely the US will just negotiate basing rights.
